According to rmf24.pl between the Treasury and the Supreme Chamber of Control there was a dispute as to the NIK suppressed his report on the construction of a gas terminal in Swinoujscie. Finally, the Board published a document.
NIK states in the report that the company GAZ-SYSTEM and implemented PLNG their duties in accordance with the approved schedule. Two of the four investment projects (LNG terminal and pipeline Swinoujscie-Szczecin) have been significantly delayed due to a number of irregularities, which mainly consisted of:
– ineffective supervision carried out by GAZ-SYSTEM and PLNG in relation to contractors which resulted in deviations from faulty construction design and execution of some construction work on the construction of the LNG terminal, which resulted in the need to make adjustments to prolong the duration of the investment;
– ineffective enforcement by GAZ-SYSTEM and contractors PLNG proper and timely perform its obligations under the contract;
– mistakes made by GAZ-SYSTEM and PLNG at the conclusion of annexes to the agreements with contractors (eg. not made legal and organizational tools that assist in determining the fault of the contractor, inadequately secured investor interest in matters relating to changes in deadlines for completion of construction work, not indicated specific solutions for the acceleration of the works).
