The “Family 500 plus” at Monday’s meeting of the government – Onet.pl

The “Family 500+” envisages the introduction of educational provision in the amount of 500 zł per month for the second and subsequent children; in the case of families whose income does not exceed 800 zł per family (or 1200 zł for families with a disabled child) – also for the first child.

Provision has to pay the city council, municipalities, social welfare center or centers to carry out social benefits. Eligible for him to be 2 million 700 Polish families. The application for this benefit will have to be filed every year in residence. Resort family wishes that it be paid in April.

On Thursday morning at the Government Legislation Centre published because the Ministry of Finance, which stated that the Ministry of Finance can not give a positive opinion of the bill, and the main reason is “a significant increase in state budget expenditure”. The impact assessment (RIA) project planned expenditure amounts to 17.272 billion zł, while the budget for 2016. Planned funding of EUR 17.055 billion zł.

At a later press conference, Finance Minister Paul Szałamacha, referring to the opinion of his ministry, said that “the natural order of things is that if a profound social adjustment, the ministry consists of attention”. “I am such comments consisted from the outset, ensuring optimal shape solution,” – he added. “During the Standing Committee of the following discussion, some remarks have been accepted, some rejected (…), including comments on the commission, exchange of personal data and other detailed technical issues that were moving there” – said the head of the Ministry of Finance.

Also the head of the Standing Committee of Henryk Kowalczyk during a conference reassured that it is a “small error in the calculation,” which – as pointed out – It does not affect the future law. “This amount is a fraction of the entire program. In fact, we can not really know how many people will appear. These are people in different places, with different incomes. Some of these wealthier said she does not request” – he said.

MF in its opinion also indicated that the increase in benefits could have a “negative impact on labor supply,” or some parents may stop working due to an increase in “cash transfers to families”. As she said during Thursday’s press conference, Minister of family, work and social policy Rafalska Elizabeth, because of the possibility of economic inactivity – relating mainly to women – appeared not only in the observations of the Ministry of Finance.

“If Shut down the mother of three or four children for two or three years, it becomes a benefit for her and her family” – she noted. She added that also meets with a completely different argument – that the program can be a factor activating. “Mothers of large families say that with the support, will be able to arrange child care to go to work” – she explained.

According to Rafal Bakalarczyk from the Institute of Social Policy, University of Warsaw risk that the program will be discouraged 500+ parents to work in the country may affect certain margin families. Many of them would like to work but face a number of barriers – stressed in an interview with PAP Bakalarczyk. As noted, the additional funds used for the purchase of local goods and services can stimulate greater supply, increased employment and on balance help to reduce unemployment.

The problem, however, are known. the opportunity costs of the program. Bakalarczyk estimated that investing enormous sums into the program 500+ raises the question whether the budget enough funds to develop the neglected infrastructure still care services, and from them depends largely on labor market participation of parents.

The expert estimates, however, that 500-a PLN dependent child is unfairly demonized, and this solution is very often used in Western Europe. But, he says, we need a comprehensive model of family support.

On the other hand, according to an expert on social affairs editor Luke Rynekpracy.org portal Komudy, I wish the money to 500 plus for the wealthy. To increase fertility – as argued – it is better to invest in nurseries, “which in Poland is tragic,” or housing program, “which could eventually use less earning, rather than developers and possibly the middle class.”

“Poles need a sense of security, to take bolder decisions about having children (…). Half of working Poles earns approx. 3100 PLN gross, slightly more than 2,200 gold “on hand” – or less. It is not enough, even if both parents work, which after all, is often a necessity. Access to affordable nurseries and kindergartens is not satisfactory, generally all the institutional environment of the family is not satisfactory. As in this situation calmly think about the future and raising children? “- He asked.

He questioned whether 500 plus program will improve significantly the demographic situation in Poland. “Today it is impossible to judge, you will be able to do so only after several years. The experiences of countries that have long ago introduced similar solutions are not very encouraging in terms of demographics. Simple financial support costs parents a lot and brings the mic results. Much more effective is to ensure that the parents had a stable, decently paid employment that mothers have an easier return to work after giving birth, so that they can balance work with child care, so that they nurseries and kindergartens to and mothers and fathers have a sense of economic security “- argued Komuda.
