The Council of Ministers took note of the minister of defense previous course work on the program “Vistula”, on antiaircraft and przeciwrakietowych mid-range; acquainted with the effects of a helicopter program.

The president also said that the government has decided to release the testing phase of the helicopter manufactured by Airbus Helicopters. He stressed that all three bidders have factories in Poland.
“There has been a regression of safety”

The meeting at the headquarters of the National Security Bureau was devoted to the implementation of the main programs of modernization of the Polish Armed Forces.

The intergovernmental agreement with the US
The Council of Ministers adopted the recommendation of Defence Minister Tomasz Siemoniak to give the US government contract to supply a set of Patriot, and authorized the Minister to negotiate and conclude on behalf of the Polish government intergovernmental agreement – MON reported.
– A few months ago we decided to go with a commercial conduct government contract with the government – told reporters Deputy Defense Minister Czeslaw Mroczek, which – as he said – “significantly enriched the offer.”
Under the “Wisła” Poland plans to buy eight AA sets of medium-range air defense. Each battery will contain two fire units, each with three launchers. Sets are to include rocket GEM-T and PAC-3 MSE, their exact number MON not disclose. According MON one important criteria – fulfilled by the two bidders (American Raytheon and the French consortium euros) – was the ability to control Iskander missiles.
In the three years since the signing of the contract – planned for 2016 – to be delivered two batteries in an accessible version of supplies in the target configuration with radar 360 degrees will take place in the years 2022-25, 2025. First two batteries can be brought to a standard target.

As added in parallel to the supply contract negotiations begin negotiating terms of the offset agreement. – It will ensure participation of Polish defense industry in the supply and enable the transfer of modern technology and know-how to Polish companies about the importance of the economy and defense. The contract is worth zł 16 billion
In the “Wisła” adopted four criteria: technical conditions, the size of the share of Polish industry, military cooperation and other political benefits resulting from the cooperation. – No one could win the proceedings by a clear difference in only one criterion – Mroczek noted.
Last summer MON negotiations narrowed to two potential suppliers przeciwrakietowych antiaircraft and medium range.
