Ministry of Administration and Digitization reported that in 2015 the Church Fund will not be liquidated. At the turn of the year will be known only because the government’s position on the contentious issues surrounding the Fund.
What’s the issue? The first relates to health insurance for the students who are not students of state universities. Preliminary draft law obviating the Church Fund provides that contributions such students have to pay for the church. It’s not like the side of the church.
The second issue concerns the so-called unexplained. the guaranteed amount. The government wants its height determined the size of the budget expenditure for the Church Fund in 2013. In turn, the Church and religious associations are demanding that this amount was determined based on the actual expenses of the Fund.
Home Church also expects that the transitional period between the liquidation of the Fund and the transition to the financing of the tax deduction will last three years. Then the state has to compensate the difference between what went into the church cash impairment charge and the amount committed from the Church Fund.
The fourth issue in dispute is a matter of how to transfer funds from tax deductions. The government bill provides for the transfer of amounts not exceeding 0.5 percent. tax due to one church or another religious one. Church and religious associations want to turn to in case of marriages was possible distribution of this amount so that each spouse can pass such. 0.25 percent.
Work on the liquidation of the Church Fund started in 2012, when the head of the department of administration and digitization Michal Boni was. However, recently appointed to this position Minister Andrzej Halicki said that in 2015. Has not yet introduced a copy of the income tax on the Church and religious associations.
