The deputy head of MRPiPS 13 zlotys gross per hour is the minimum to survive – Polish Radio

Deputy Minister pointed out that the situation on the labor market improves. In his opinion, it is now becoming more open when it comes to matters related to “civilize” the labor market, workers’ rights.

– We are glad that there is a low level of unemployment – he said, noting, however, that more than 56 percent . This lengthy unemployed, over 12 months.

In his opinion, it is necessary to create conditions to activate the long-term unemployed. Now, as pointed out, even when using multiple instruments, the number of people returning to unemployment percentage is high – above 70 percent.

– We have to use other mechanisms, we are preparing for it – is a discussion that in the fall to draft a new law on labor market – pointed out.

He added that it, among others, here is to improve the efficiency and effectiveness of public employment services. – It’s a process, not as it is done within one or two months – he stressed.

He said the situation on the labor market would be better – in statistical terms – if introduced health care reform through where everyone would have insurance, which promises to health Minister Konstanty Radziwill.

– I think that then unemployment would fall by at least 2 per cent., Because some people are recorded due to the contribution of health – said the deputy minister.

“The problem still remains low wages”

According to the Stanislaus Swede problem remain low wages. – Despite the fact that the average salary is quite high, median, which is what most Americans earn it is low – less than 2.3 thousand. zł gross – he pointed.

He added that the government is trying to improve this situation, at least for a considerable increase in the minimum wage (from next year, as proposed by the government, has increased by more than 8 per cent. To 2 thousand. Zł gross).

By increasing the minimum wage hourly rate, which would establish the government, will be 13 zł (12 zł and not, as originally planned).

The project, which is currently in Parliament, it is assumed that the amount will be indexed annually according to the increase in the minimum wage on-time.

– The law will be adopted at the next meeting of the Sejm. We want her to come on September 1 due to the mechanism waloryzacyjny. And from January 1, this rate will be 13 zł – said the deputy head of MRPiPS.

Asked whether this provision will be enforceable, he admitted that it is a bit like “chasing the bunny.” That is why – as pointed out – the work on this law long last, because you need to find a mechanism for monitoring compliance with these provisions.

On the other hand – as noted – important it is the message that flows from the legislators. He recalled that he himself repeatedly, that if any employer pays people to 4-5 zł per hour, let it even fall, because it makes no sense to exploit people as cheap labor.

He expressed hope that soon the external pressure will cause wages to rise. – If you will decrease salaries, it will not find the employee. 13 zł gross – whether there are any glaring rates? This is the minimum to survive – rated.

He noted that today we called. working poor. – Someone who earns the lowest salary is not able to maintain the family, housing and so on. This is a sick system – said the Swede.

Asked about strengthening the competence of the labor inspection – in the context of determining compliance by employers of workers’ rights – the deputy minister said that the ministry is waiting on the initiative of the Chief Labour Inspector on changing the gradation of penalties.

– We have the lowest penalties in the EU. In Germany the maximum penalty is 500 thousand. euro. It makes everyone wonders if it’s worth the risk. If today the mandate is 2 thousand. zł, and the recidivism 5 thousand. zł, it is for a company that violates the law, and rotates hundreds of millions, it is laughable – he said.

The Swede said that the government will consistently go in the direction of “civilizing the labor market,” hourly rate is the first step . The next steps include standardize the taxation of different types of contracts.
