The project is the result of EU Regulation 2015/751, which sets strict limits on the interchange fee rates (0,2-0 , 3 per cent. of the transaction). Diners Club and American Express – primarily companies offering luxury card – they want to charge much higher fees. The Regulation provides for 3.5-year exemption of some of the restrictions.
