Czerwinski: Next week possible annex with the contractor LNG terminal – Banker


             Next week will probably be an annex with the contractor LNG terminal in Swinoujscie – announced on Friday at a press conference the Minister of Treasury Andrzej Czerwinski. After signing an annex to be known schedule for delivering the investment.
           

 

It is an agreement between the investor – the company and the Polish LNG contractor, Italian company Saipem. As reported in recent months, the Treasury, the contractor put forward additional financial claims, not recognized by the Polish side. Annex to the agreement is to end the dispute.

 

“The construction should be completed in September,” – said the Minister. “Is this the year runs out the whole process, we’ll see. I have yet to see the proposals contained in the annex and then, after signing, will inform about specific dates,” – he said Czerwinski.


 

He added that the commissioning of installation can take up to the second quarter of next year. “From a technical point of view, it must be completed construction. Once construction is completed, then you can begin to fill this building. This is a difficult issue, because a ship full of gas (…) can swim when these all certificates, verify that the decision will be Complete “- said the head of the SMEs.

 

The contract for construction of the terminal was signed in July 2010. The consortium of companies from Italy, Canada, France and Polish had to build it for approx. 3 billion zł and to put into operation by the end of June 2014. In September of 2013. Polish LNG terminal building consortium concluded an annex to the agreement, shifting the investment completion date by the end of 2014. and at the same time increasing the contract value of 67.5 million euros.

 

At the beginning of July. Treasury reported that the LNG terminal is completed in 97.8 per cent. “Supply and installation of all equipment at the terminal have been completed in 100 percent. Przedrozruchowe operations are implemented, continue as actions related to inspections and acceptances individual terminal systems” – informed the ministry.


 

In January this year. Prime Minister Ewa Kopacz said that the LNG terminal is expected to start in July. In April he expressed the hope that will be launched by the end of this term. In June, in turn, expressed a similar conviction if the outgoing Treasury Minister Wlodzimierz Karpinski saying that this year the first tanker arrives to the LNG terminal in Swinoujscie. Also, Deputy Prime Minister and Minister of Economy Janusz Piechocinski in June said that the first tanker will call to Swinoujscie autumn.


 

The construction of a gas terminal became interested in the Supreme Chamber of Control. A report published in March this year. NIK report alleged improper execution of tasks by Gaz-System and Polish LNG and ineffective supervision of ministries, which resulted in, among others, postpone the launch of the investment. “Delays in the implementation of investments terminal in Swinoujscie postpone the start receiving LNG supplies from Qatar and raise the risk of losing EU funds used for co-financing investment,” – the report says the SCC. Exceeding the planned date moved away in time to diversify gas supply by allowing the supplies to Polish liquefied gas and can also lead to financial consequences for the PLNG and PGNiG SA – Chamber added.


 

The liquefied gas is to supply Qatargas LNG terminal. At the end of last year, PGNiG has concluded with Qatar provider of an additional agreement presupposing that this year Qatargas to deposit the amount of certain long-term agreement on other markets, and PGNiG will cover the eventual difference between the price of LNG specified in the contract term and the market price achieved by Qatargas.
