President of the Regional Transport: In two or three years the effects of the plan … – Wyborcza.biz

At the end of June. Marshals 13 regions accepted the restructuring plan of PR. It assumes that a majority stake in the company will take the Industrial Development Agency in exchange for a contribution of 770 million zł (reserved in the state budget for 2015.). The money will be used to get rid of the historical debts, restructuring and development of the company.

PAP: When passengers will feel the effects of restructuring Regional Transport?

Thomas Pasikowski: We assume that in the next two to three years, passengers will feel the positive effects of the restructuring plan of our company. Oddłużona, financially stable company will be able to provide higher quality services. We will also gradually renew the fleet and replace with a new one.

How to look further action after approval by the 13 provinces of the restructuring plan Regional Transport?

– the end of July uprising restructuring plan, which then will be agreed at national level by the Office of Competition and Consumer Protection, Ministry of Finance, Ministry of Infrastructure and Development and the Industrial Development Agency. Then, in early September, a plan will be presented to the European Commission. The whole operation with the acquisition of a majority stake in the company by the Industrial Development Agency should end in late September and October.

When the money transferred under the restructuring program will be on the account of PR ?

– Measures booked in this year’s state budget for debt reduction and restructuring of Regional Transports will be able to reach the company at the end of September.

What are the main assumptions of the restructuring plan?

– The goal initiated and supported by the Ministry of Infrastructure and Development process is to bring in the five years to sustainable profitability Carriage Regional. The plan assumes at this time permanently lowering the operating costs of the company by nearly 220 million zł. An important thing that will affect primarily on comfort for passengers, is to rebuild the stock. This means that in two, maybe three years should be upgraded or a new fleet of approx. 200 individuals.

The permanent reduction of costs within the company assumes the implementation of a set of various related initiatives. This should include on issues related to facilities, policies and repair the train rolling stock. Key will also be savings, among others, the management of electricity and fuel to the combustion vehicles. We also agreed and signed with the trade unions voluntary redundancy program (PDO), which will be able to take advantage of approx. 2100 people (the company employs nearly 8,800 people).

Since we will start the implementation of the voluntary redundancy scheme and how will it be financed?

– According to the plans it has to start in 2016., at the latest in 2017. Funding PDO one of the significant restructuring costs. As part zł 770 million earmarked for debt reduction company 104 million zł will go straight for the implementation of this very important initiative.

Are there plans to increase the frequency of trains of the company?

– We assume that the transport work within five years will be reduced by nearly 20 per cent., which on a national scale will translate into a reduction of our participation in the regional transport market by roughly 3 4 per cent. As for the frequency of trains, everything will depend on how they will look measurement of passenger flows and how passengers are interested in using our services.

PR provinces which will provide their services?

– All provinces, except for Mazowieckie, want to continue to use our services. We expect considerable changes in provinces that have their own railways, which in Lower Silesia, Wielkopolska and most likely in Lodz Province. In Malopolska we will be signed with the local government of the province annual contracts for the provision of transport services. In contrast, in the province. Silesian will now make calls to contacts, that is to say connecting Silesia with the neighboring provinces. In the rest of the majority of provinces will provide its services as the only regional carrier.

Regional Transport sell its branch in Malopolska, as they want the authorities of this province?

– We are open to this suggestion and certainly seriously consider the offer of Malopolska. It is necessary, however, to prepare analyzes, valuation and timing of this process. Then we can sit down for talks with the local government. In the history we had such a situation, when the government of Mazovia bought the Regional Transport branch and on its basis arose Mazowieckie Railways that are now second – for us – the region’s largest rail carrier in Poland. It is therefore a good example.

What are the plans for the service, which was very popular with passengers, which trains InterRegio?

– Due to preparations for the restructuring process at the moment the focus is on implementing regional connections, or segment, to support which we have been called. In the first place we want to improve the quality of services provided to our passengers just in this area. In the next stage we will consider the creation of InterRegio offer a higher level.

What is the plan for the further development of the company after these five years, which implies restructuring plan?

– Our goal is to remain a strong player in the maintenance of more than 25 percent. the market and the company of first choice for passengers using transport services in the regions. We want to offer even higher quality service, even ahead of market needs. Successfully restructured certainly will help achieve these goals. I am convinced that the restructured Regional Transport will respond well to the needs of owners who will want to further develop the company.
