PiS politicians, accompanied by Deputy Finance Minister Marian Banas during Tuesday’s briefing in the Parliament presented the assumptions of the draft law on the National Fiscal Administration. It concerns the establishment of the National Fiscal Administration in place of the currently functioning: tax administration, fiscal control and the Customs Service.
Banas thanked the officers working at the border, who – as he put it – “performed and perform difficult tasks despite calls by some trade unionists for absence.”
Better compensation of employees
– Reform and consolidation of tax administration will better working conditions, better wages for workers. For eight years there have been major increases for both groups of fiscal and customs officers. We want to take this consolidation better earned – he said.
– We want the camera was more friendly, especially for entrepreneurs – said Banas.
Deputy Minister was asked why, in his opinion, They appear protests customs officers. – Protests arise from past events that have not been regulated in the past eight years. They arise from the fact that some trade unionists think, unfortunately, only about their own affairs, and the government is responsible for all professional groups. It can not be that one group could be privileged – he said.
He estimated, however, that the majority of employees in the customs service and the tax understands the goals of the government.
There will be no downsizing
Deputy Minister was also asked whether it comes to downsizing. – There will be no reduction in employment. We have prepared a bill so that each employee had an offer and he could continue his work as an officer or as a member of the Civil Service. The draft stipulates that all employees, all officers will receive an offer of employment “- declared Banas.
– We will talk with all those who are covered by the regulations. I mean the representatives of the customs service, but also employees of tax administration. We will indicate that the law on employment issues will not cause significant changes “- said PiS deputy Jacek Sasin. “There is a group performing the tasks of the uniformed services, and these people will continue to officers. But some of the employees who perform administrative tasks not related to the activities of law enforcement and customs tax are the officials who will be like all officials subject to the service of the Law on Civil Service – stressed .
Sasin also indicated that, among others, the International Monetary Fund stressed the need for profound changes in tax administration and customs in Poland. He added that PiS election campaign promised urgent action to rebuild treasury services and customs. – the result of our announcement and in the act by the national tax administration – he stressed.
Other PiS Luke Schreiber added that instead of the existing Chamber of customs, customs Office, Tax Chamber, the Tax Office, the Office of Audit Tax rise Chamber of Fiscal Administration; it will be divided into two divisions: the Inland Revenue and customs and tax office.
– the first pillar of our project is the desire to increase budget revenues, elimination of gaps in the VAT, a reduction in the gray zone. The introduction of these mechanisms reduce the cost of bureaucracy – he argued.
– The second issue is the reorganization, arrangement, a combination of several divisions. In this dispersion, in which there is subordinate to the Ministry of Finance of 48 different units, and they are divided into 594 local units is very difficult to control – he explained.
According to the deputy of Law and Justice Act will also enable more efficient, less costly tax collection.
– the third pillar is made easier for taxpayers entrepreneurs. We will have to deal with the uniform interpretation of the law. The activities of the National Information Tax will get a faster way information about the interpretations of the individual – said Schreiber.
The finance minister Paul Szałamacha after a meeting at the Customs Chamber in Gdynia last week announced that from 1 January 2017. Poland IRS would to act in a consolidated institution under the name of the National tax Administration, which would create a combined customs, tax chambers and tax control offices.
the head of the ministry of Finance announced increases in salaries in skarbówce; He did not rule out the release of 3-4 percent. employees. Customs officers are protesting against these ideas, in their opinion, they mean the liquidation of their service.
The customs service employs in the country approx. 14.5 thousand. employees annually generates for the state budget approx. 100 billion zł – a third of the state budget.
