More than 1.3 billion zł Polish cost the economy exclusion … – Pulse of Business

It’s only about 200 million zł less than the cost of gas-steam block 450 MW Power Plant Stalowa Wola.

Interruptions in the supply of electricity – as written in the report of the experts Foundation – can be divided into those planned (due the program of work supplies, repairs) and unplanned, resulting in failure. To assess the reliability of the power grid is used, among others, – indicator SAIDI (System Average Interruption Duration Index), which is the average rate of the system duration power outages expressed in minutes per customer per year). In Poland, the rate was in 2013. 412 minutes, while in Denmark and Germany, it was less than 50 minutes. Also, compared to other countries of the region do not look the best – the reliability of energy supply as measured by the SAIDI is with us less than eg. In Hungary and the Czech Republic, where it amounts to approx. 300 min. per year.

Also another indicator SAIFI (number of exemptions extended during the year) puts us at the far end. In Germany and Denmark, an average of 0.5 exclusion in France and Italy, 3 in the Czech Republic and Hungary 2.5. In 2013. On average in Poland SAIFI index was slightly lower than 4, but it was better than in 2011. When it averaged 5.

For the frequent and long-term exclusions are primarily exposed to the recipient in small towns and villages. As the authors of the report – the denser the network and the number of recipients per square kilometer, the lower the length and frequency indicators blackouts. The country with the largest number of customers in Europe are Germany – there are over 49 million, followed by France – 33.9 million and Italy – 31.4 million. In Poland it is just over 16.8 million. In all these countries, however, is much thicker than in our power grid – in the case of Germany almost doubled.

In order to improve the reliability of electricity supply in Poland, particularly in the most disadvantaged areas, investments are needed to improve the quality of power distribution electricity and are also an opportunity for the development of new technologies. “An important role to play here the President of the Energy Regulatory Office (ERO), if you propose a new model of remuneration Distribution Network Operators (DSO), the proceeds of which controls” – said one of the authors of the report, Joanna Knight.

Therefore, – as he said another author, Bartosz Zagórowicz – one of the ways for reliable supply of electricity is to introduce a new model of Polish legislation qualitative fees. As explained in terms of the introduction of a system of incentives for the OSD, which should result in improvement of the reliability of electricity supply. President of the ERO would set indicative targets to be achieved by individual distribution network operators within a few years. If the OSD of these indicators are not reached, it would have to pay a penalty that would have been spent on research and development of new technologies related to energy distribution. Consumers who have not received power as a result of the accident, would be entitled to a discount, which would have them automatically.

As the authors wrote the report, change the system of payment of bonuses to the obligatory, in addition to compensation for the loss of customers would force operators of distribution networks faster removal failure.

Director of Markets for Electricity and Heat ERO Adam Dobrowolski did not rule out that some of the conclusions of the report of the Foundation will be taken into account in the development of quality control. As said, the ERO is “at a very advanced stage” on the adjustment. He added that the Authority wants the new rules to take effect from 1 January 2016 .; currently held consultations with distributors.
