Gdańsk, 03.31.2016. Deputy Infrastructure Minister Jerzy Szmit and president ZMPD Jan Buczek (second from right)

This is not a compromise, but the withdrawal of the Russians with restrictions – says money.pl Jan Buczek, president of the Association of International Road Carriers, commenting signed on Friday an agreement transport with Russia, under which Poland received 170 thousand. permits for transport to the end of 2016..

After two days of negotiations, an agreement was reached, which was subsequently signed by the deputy minister of infrastructure and construction Jerzy Szmit and Deputy Minister of Transport of the Russian Federation Nikolai Asauła.

As part of the 170 thousand. permits they received Polish carriers until the end of the year, 30 thousand. It applies to traffic from and to third countries. In total this year, Poland will receive 40 thousand. permits for transport from and to third countries, which is about 5,000 less than last year. – We would like more, but at this point we had on the number of agree – said Deputy Minister Szmit.

– We signed the agreement, which is the culmination of three months of work, which is a consolidation of the state, which was more or less a year ago – said, Jerzy Szmit. – We believe that in the conditions of declining market is the number of licenses is sufficient for both the Polish and Russian – rated turn his Russian counterpart.

Maciej Wronski from the Association of Employers of Transport and Logistics estimated that the agreement is success. – First of all, you will be able to lead a stable business – found.

Similarly, the effect of Polish-Russian agreement is estimated in an interview with money.pl president of the Association of International Road Carriers Jan Buczek, even before the start of the talks was skeptical about the chances of relaxation position by the Russians.

Jacek Bereźnicki, money.pl: this is the full implementation of the Polish demands, or a compromise?

Jan Buczek, president ZMPD : This is not a compromise, but the withdrawal of the Russians from the restrictions. After many months of difficult negotiations we have managed to bring about a situation in which the Russians withdrew their very restrictive rules, which virtually eliminated the Polish carriers from the Russian market. This allows us to continue the traffic on such terms and conditions as negotiated three years ago in Sochi.

Number of permits, however, is less than before.

Of course, we determined limit permits at a lower level than in previous years, because we have to deal with the collapse of the market – this is due to objective factors, such as the Russian economic sanctions. In such a situation reduces the demand for transport. We also have a lot of licenses to third countries – is particularly important because the carriers who have commercial contracts with foreign principals, I can now freely pursue them.

How is solved the problem of classification by the Russian transport as performed “third countries” in the case of Polish factories belonging to foreign owners?

the Russian side agreed with a number of our comments and withdrew from these provisions. this results in a new regulation 62 which will treat Transportation in the manner agreed upon during several rounds of negotiations. In this way, we return to the situation that existed before the change in Russian legislation.

the regulation already gone for signature and will be published between 5 and 15 April. After 10 days from the date of publication of the Regulation becomes final. Then the carriers will benefit from the new conditions.

So a complete success?
