In the first quarter of this year, the mining supervision has received more than 70 reports of suspected illegal exploitation of minerals, eg. Sand, gravel and aggregates. Since the beginning of 2015. In this respect we counted more than 17.8 million zł charges. In the practice of detecting soon to help satellite techniques.

To extract minerals - including those used eg. In the building or road construction - you need a license. Legal excavations in Poland is several thousand. Mining inspectors note, however, that increasing the number of excavations "wild", where sand, gravel or another material is used unlawfully, and often in a dangerous manner.

Until last year, the fight against illegal exploitation was the responsibility of local governments; the amendment of the Geological and Mining Law took up the 11 regional mining authorities. When you manage to prove the illegal exploitation - often after several months of investigation - supervision charge increased maintenance fees for carrying out work without the required license (up to for the last five years) or without an approved project of geological works.

To increase the efficiency of detection of this practice, State Mining Authority (WUG) reported to the Ministry of Environment accession to participate in the pilot project addressed to the government and services using satellite techniques. Access to current and historical satellite data covering the entire country, it would be for mining supervision very helpful in reducing the illegal exploitation.

"It was only the second year we have not only the disclosure and identifying illegal operation, but also the establishment of production volumes, perpetrators and charging high fees. The use of satellite technology, access to data with the possibility of processing and comparison, is a compendium of knowledge about their eksploatacjach minerals in a particular region, "- explains the president of WUG Miroslaw Koziura.

In his view, that would improve the work of the technical staff inspection and supervision of mining and improve its effectiveness. "Disclosure of the illegal exploitation of traditional methods is very time consuming and difficult," - he pointed out on Wednesday the president.

Currently, mining authorities usually learn about suspected illegal exploitation of the declarations of individuals, police, municipal police and other institutions. Since the beginning of this year to the end of March mining authorities have received 73 such notifications; most in Gdansk, Warsaw, Poznan and Kielce. Each notification is checked, and the procedure lasts sometimes for many months.

Since the beginning of last year issued a total of 83 decisions to accrue higher charges for the illegal exploitation - a total of more than 17.8 million zł, of which 12.8 million zł last year and more than 5 million zł from the beginning of the year 2016. most of this year's decision gave the office of mining in Krosno.

Representatives of the State Mining Authority indicate that the applicable law to be effective, the procedure in cases of illegal exploitation should be the same throughout the Polish. Therefore appointed in the Office team created a standardized methodology for the prosecution of calculating the increased charge, which was handed over to the Heads of the regional mining authorities.

is purchased or equipment used to monitor the exploitation of minerals, including 12 latest-generation GPS receivers and laptops, digital cameras and equipment printing and scanning. The next step is to just use the work inspectors mining satellite techniques.

It is not always reaching the mining supervisory signals on the illegal exploitation are confirmed. Last year, mining authorities received over 350 complaints of exploitation; once verified, they opened more than 177 investigations, of which 60 resulted in decisions to impose on the guilty charge.
