The union of “Solidarity” in Poland until the end of August collect signatures for a civil project limiting the right to trade. It creates, however, considerable doubt the experts.
According to Bartholomew Bigi, an expert from the Center for the Club of the Jagiellonian for. economic analysis of law, proposed by the union will change the painful shock to the industry, which may end up releasing up to 100 thousand. people.
– Although this figure is only approx. 2.5 per cent. trade workers, it scale layoffs would be significant – notes Biga. – it should be remembered that in the economy as a whole this industry generates every fourth job.
After the change in legislation promoted by the “Solidarity” most Sundays would be completely non-trade except for a few selected Sundays attributable, among others, for periods of sales (last Sunday of January and the second Sunday of July) or the preceding major holidays (two Sundays before Christmas and one before Christmas, Easter). The project also provides for the reduction of work hours. 14 on the eve of Christmas and Easter Saturday.
– The sudden appearance of forty a few extra days with limited trade would be for the commercial sector shock – says Biga. – For this reason, a better solution would be a gradual action. For example, in the first year of the introduction of a free Sunday in the month, after a year – two, to take limited trade all within three years. The gradual increase in the number of free Sundays is better than the ban on trade
expert opinion is also worth considering the initial limitation of working hours on Sundays (eg. 8.00-16.00), and the later introduction of far-reaching prohibitions. Gradual changes also allows you to get used to them consumers and change the ways of spending free time.
It is uncertain the list of entities that would be exempted from the prohibition. The “Solidarity” cites among institutions really need the population as a holiday, such as petrol stations to 150 sqm., Pharmacies and small shops (25 sqm.) At railway stations, airports, and regardless of the size of stores operating in hotels, hospitals, theaters, schools and recreation centers.
in addition to this however, there is a second group of entities whose introduction to the privileged list of hard to justify. it is about kiosks, where sales of the press, public transport tickets, tobacco products, coupons tote sports a minimum of 30 per cent. monthly turnover, florists or facility bakery and pastry products. this could lead to abuse of the new rules, and thus the main objective of the Act will not be achieved.
Spore controversy also raises very severe penalties for those breaking a ban on trade. After the change in legislation would be subject to a fine, restriction of liberty or imprisonment of up to two years. According to Bartholomew Bigi for such violations of the law seem sufficient penalties of a financial nature.
