One tax instead of PIT and social security contributions and the National Health Fund, but without the tax-free amount. The government is preparing a tax revolution – Money.pl

Replacement of three different levies – income tax and National Insurance and National Health Fund – a new uniform tax. Such a possibility is pointed Law and Justice deputy prime minister in an interview for “Dziennik Gazeta Prawna”, and – as the newspaper reports – the government plans to start work on these changes. This would mean, however, that liquidation would have been tax-free amount, the increase was one of the main election promises of Justice, confirmed the exposé Prime Minister.

Under the new proposals, the amount of the single tax would depend on the income of the taxpayer, without the amount of free or other types of thresholds. This would create a perfectly progressive tax.

A single tax at the same time zrównywałby all forms of employment, which means that in the case of some taxpayers – particularly those employed on “śmieciówkach” – the total amount of levies would increase. Larger load incur as top earners.

The great advantage of such a solution would have been to simplify the collection system. Downloading a single tax could deal only tax offices and exempted from collecting or supervision would ZUS and NFZ. In this situation, the payment of contributions formally correspond to the budget.

At the same time the government would gain more flexibility in the allocation for various purposes money collected. Currently purpose of money coming from the contributions of social, health and PIT is clearly defined. This, however, raises doubts as to whether not lose in this way local governments, which are guaranteed by the proceeds of personal income tax.

Another problem to solve would be not only a way of financing health care and determine the amount of future pensions. Currently, retirement are calculated based on the amount of social security contributions – the elimination of this contribution would mean a need for another solution.

How notes quoted by “Dziennik Gazeta Prawna” prof. Elizabeth Mączyńska, president of the Polish Economic Society, the new tax would make it possible to introduce a pension citizenship of a uniform amount for all citizens.

The proposal to introduce a single tax and the transfer of the obligation to pay contributions to health and pension already appeared during the last election campaign parliament, but then the idea was raised Civic platform.
