More than 125 thousand. people supported civil bill designed to guarantee free the coal from the state budget for all retirees mining.
Deputat carbon is entitled to a certain amount of free carbon. It can be realized in nature, or in the form of coal to heat your home or apartment, or cash equivalents, or the payment of equivalent carbon.
The leader of the Trade Union of Miners in Poland Dariusz Potyrała stressed that the initiative serves primarily arrangement of the current legal chaos and is not associated with the postulate any new powers for retirees mining.
– Today I have seven different ways to implement this provision. One allowance has been received, others suspended. For some, it is funding the Treasury, other ZUS. Some receive it under the law on the restructuring of the mining industry, others on the basis of other provisions – calculated.
The annual cost-equivalent for pensioners and widows mining trade unionists estimated at approx. 400 million zł, remind, however, that even today about half of this amount comes from the state budget, which finances allowances for pensioners of mines transferred previously to the Company Restructuring Mines.
Preparing special act, which is to regulate the matter of Deputies, announced the representatives of the Ministry of Energy, together with the Ministry of family, work and social policy.
Potyrała assessed that although the unions are not familiar with the government’s objectives of the project are willing to support him if he goes in the same direction as the citizens’ initiative.
What was in the civil project?
Formally civic project concerns the amendment of the Law of 7 September 2007 on the functioning of coal mining.
The initiators propose to introduce the bill record that allowance are also entitled to “a former employee of the mine or mining plant, which had the power to coal equivalent on the basis of existing laws and powers have been taken away or suspended by a decision of the boards of mining companies.”
Another key change is that specified in the Act tasks and benefits “are financed from the budget subsidy”.
Potyrała stressed that coal allowance for pensioners is “the provision of expiring,” because for some time the young miners employed in the mines know that retirement will not be entitled to such a benefit to them. However, those who have acquired such a right should be – according to him – to keep them.
Most signatures were collected in two mines
Legislative Initiative Committee was registered in the parliament at the end of December last year. Since then, the initiators have three months to collect at least 100 thousand. signatures. The last day of the collection was last Friday.
Most signatures were collected in the mines Jankowice and Marcel (more than 8 thousand. In each of them) and the Halemba (more than 7 thousand.).
According to the regulations, after submitting the project with signatures of the Sejm, the Speaker within 14 days may request the National Electoral Commission to declare whether you have filed numerous signatures required. The Commission has 21 days to check.
If the number of correctly submitted signatures will be greater than the required 100 thousand., The Speaker may refer the project to the first reading in the parliament – they shall be conducted within three months from the date of submission of the bill to the Speaker.

Deputat coal, which is entitled to a certain amount of free carbon per year, is a very old mining permission, traditionally enjoyed by both workers and pensioners or annuitants mining. Of collective agreements or agreements within the company.
Due to the transformation and savings in the mining industry, today not all eligible receive the allowance, a benefit for those who receive them, are funded from different sources.
Implementation of coal equivalent is a multimillion-dollar costs for mining companies, here in the last few years of operation of some of them for the reduction or elimination of this benefit. At the same time equivalent-equivalent parts from authorized paid by ZUS.
As a result, a large group of senior mining does not get today this provision, and the remainder mainly from smaller companies and liquidated mines, receives, mainly in the form of cash equivalent.
