Deputy Mateusz Morawiecki promises “two big hitting anti-bureaucratic” – Polish Radio

Businesses complain that excessive bureaucracy and state officials makes it difficult for them to do business, taking the time and energy that could be spent on development activities.

As the authors of the White Paper “Stop bureaucracy”, the biggest problem of Polish business reality is overshoot, and the low quality and high volatility of the law. May help the implementation of the Plan for the Development of the Deputy Prime Minister Responsible Mateusz Morawiecki.

– the number one task to accomplish is currently improving the system of law. We most often so that if there is a problem, it’s the easiest way for politicians is simply to change the rule, often without looking at the consequences and that it is inconsistent with other provisions in force – says a news agency Newseria Business Andrzej Malinowski, President of Employers of Poland. – Extremely important in this system of law are two things: a well-developed system of public consultation and proper assessment of the effects of the regulation.

As pointed out, public consultation is required from the very beginning of the legislative process, to be able to properly assess the consequences of the proposed regulation for the sector, for businesses and consumers. In contrast, impact assessment, which in theory is valid, comes now – in his opinion – to trace the consequences of the new law for the budget and administration, and not to solve the problem and the industry concerned.

– The worst part is the tax law which, in my opinion, have long should be blown up – criticizes Malinowski. – It is unclear, contradictory, giving therefore the possibility of misinterpretation and as always despite the current principle of the presumption of innocence of the taxpayer always against very often honest taxpayer. Strangely Polish bureaucracy can not catch all those who take the interests of the top set on the racket, the most common when it comes to matters of VAT.

The most onerous barrier overproduction right

According to the participants of the III Polish Economic Congress, surveyed by Grant Thornton, the most onerous barrier to the development of business in Poland is the overproduction of law (95 per cent. of responses), whereas the most important cause of excessive bureaucracy in Poland was the poor quality of law-making (68 proc.). The authors of the White Paper on the postulate that the law was consistent, simple, clear, resistant to interpretations and as a result permanent. The biggest disadvantage for entrepreneurs is the fact that on average, have to spend 3.5 hours a day to interpret intricate and unclear regulations.

– First of all, we should apply the principle of “European Union plus zero”. We are members of the European Union, which has a certain bureaucratic requirements, not easy, but unfortunately the Polish bureaucracy applies methods Stakhanov, which must be at least 300 percent. standards. Therefore, the provisions of the EU adds all kinds of regulations. They often do not bring anything significant to the matter, but they are a pretext for this, to employ the following officials who have something they must keep an eye on whether to issue any certificate – giving vent to bitterness Andrzej Malinowski.

Plan for Responsible Development

the light in the tunnel may be Plan for Responsible Development Deputy Prime Mateusz Morawiecki. Says President of the Employers of Poland, the diagnosis of the state of the economy included in this plan was almost identical to the assessment of entrepreneurs.

– We made such a declaration himself personally on behalf of the organization, but also as the man in charge of economic policy and the market work within the framework of the Social Dialogue made a commitment that we will strongly support the prime minister Morawiecki and cooperate with him. These declarations are already currently implemented, work began on the constitution entrepreneurs, which coordinates Haładyj minister in the Ministry of Development. Our experts are always available – says the president of the Employers of Poland.
