MARD: will a change in the system of production subsidies from 2017. – Banker


             Since 2017. Will be changes in the system of the so-called. payments linked to production. There will be subsidies for growing raspberries, decrease subsidies for tomatoes, support will be entitled only to 20 head of cattle – said the Ministry of Agriculture.
           

 

Payments related to the production are used in Poland since 2015. And they are entitled to cattle, cows, sheep, goats, crops, hops, starch potatoes, sugar beets, tomatoes, berries, flax and hemp.

 

Under EU rules, this form of payment may only be used in sectors of particular economic significance, social or environmental, which are in a difficult situation and only to the extent necessary to maintain production at the level of the years 2009-2013. The purpose of these payments is not but stimulate the increase of production in the sector – says the Ministry of Agriculture.


 

The European Commission has raised objections to parts used in Poland in the years 2015-2016 payments linked to production. Therefore, August 1. the Ministry of Agriculture reported to the Commission changes in the system of payments relating to the production for the period 2017-2020.


 

According to EU guidelines, takes into account the observed trends in production between 2014 and 2015. In order to avoid the negative financial consequences for a number of sectors, it was necessary to focus support on this group of households in which the economic situation (income) is the most difficult, and where the trend of declining production.

 

And so since 2017. In place of the existing payment for crops introduced two separate payments: for legumes intended for grain and forage crops.


 

Payment for legumes – will be entitled to the cultivation of lupins, soybeans, peas and faba bean fodder. Support will crop areas from which the harvest of grain. Payment will be progressively reduced from a higher rate for the first 75 hectares of crops and lower for the rest of the surface.


 

Payment for forage crops will while species such as sainfoin, birdsfoot, clover, lędźwian, alfalfa, melilot, serradella and vetch, and will be entitled to a maximum of 75 hectares. With payments will be excluded crops are green manure (plowing).


 

Throughout the protein crop sector maintained total financial envelope, the increased share of funds allocated to support the cultivation of grain legumes. Any changes made will take into account both the need to ensure domestic production of vegetable protein for animal feed, as well as additional incentives for the cultivation of these plants have emerged, along with the requirement of the crop ecological (EFA – greening) – explains the resort.


 

In the case of young cattle and cows maintains the current financial envelope. In both sectors, the payment will be granted to all farmers who have at least 3 pcs. Of animals eligible for support, assistance will be entitled to up to 20 pcs. (Reduction of the existing 30 pcs. In both payments).


 

The Ministry of recycled note that the maintenance of the existing pool of resources will increase rates for the first 20 pcs. Of animals eligible for support, so that a group of farms, which recorded steady decline in the number of stocks receive a higher payment. The changes cause, therefore, that the support of most benefit to households in which profitability is low and there is a risk of decline in production. Increased support will cover approx. 80 per cent. farmers with young cattle and approx. 80 per cent. farmers maintaining cows.

 

According to the ministry, the change takes into account the stronger the tendency to concentration of production in large herds as a result of recent changes in the market for milk and beef and contributes to better targeted support for this part of the sector, where the economic situation is the most difficult.


 

There will be support for growing raspberries, because in recent years significantly improved the profitability of their production, strengthened the position of addition of Polish producers on the international market.


 

In the case of tomato crops reduced the financial envelope about 1/3 due to increased production in 2014 and 2015. And to maintain the requirement of a contract for the supply of the processing entities.


 

When it comes to payment for the cultivation of sugar beet was decided that the support will be granted to the surface of the cultivation of all sugar beet, and not just for quota beet. It has to do with the abolition of quota sugar production in the EU from October 2017. (PAP)
